In regard to the sudden and disturbing occurrence of Malaysia Airlines Flight 17, its circumstance now dominates international diplomacy (IT). The continued irresolution of Ukraine’s civil war has led to a bloodthirsty assault on international transportation.
Child like behavior often grips us, regressing the individual into reminiscing, pushing one forward with a force that, hopefully, allows an individual to adapt to uncertain rules and environments. Often, it results in sorrow, regret and defeat. What mind set controls that choice?
Knowing schedules can prevent an individual from peering into unknown and unsafe circumstances, or other destinations. Since that behavior happens, should the individual depend on someone else for proactive security, especially when boarding an aircraft that will drive at nearly 600 miles per hour, cruise above 30,000 feet and travel a distance of 6,340 miles for over 13 hours.
The Law of War (LOW), recognized by the international community, regulates the conduct of armed hostilities. Yet, it does not have universal adhesion especially when considering insurgent tactics or the leadership’s strategic protocol. The deployment of any system, or tool, without declaring the reason for its use, having no fire direction center or administrative reviews, denigrates the intent that joins and asserts the psychological connections of the members of that organization or legal body. It fails to meet the requirements of knowing what outside sources will do if combatants release intolerant ambitions.

International protocols change
In light of these factors, allied nations can apply the Rules of Engagement (ROE), or the Rules for the Use of Force (RUF), to regulate and challenge business enterprises that offer international rail and air, in transit near boundaries of hostile forces. Nations can achieve this regime by instituting strict and reviewable guidelines which designates a military commander or law enforcement official to control transport venues in a defined, geographic region. Both human assets, robotic resources and other aviation equipment can enforce mandated provisions and maintain safety.
Will some individuals respond argumentatively and proudly, ridiculing change as another element of the “Nanny State”? Well, the concept of corporate criminal liability has moved forward in Europe and in other nations. Transitioning from the role of a nonchalant, business as usual individual to a more competitive, respecting individual may take an unsafe calculation of time, depriving populations the sense of security. Customers required security following attempts by the “underwear bomber” or the “shoe bomber” or when al-Qaeda in the Arabian Peninsula (AQAP) placed explosives in ink toner cartridges.
A surface to air missile, the SA-11 motor transported, radar guided weapon, destroyed Flight 17. The only difference between the aforementioned attempts by AQAP, and other groups, to attack transport units: this operation hit a target.

Flight intercept protocols need to change
In a period where some legal authorities consider businesses as individuals, a temporary response to “instability” can leave customers, investors and governments realizing the weakness in their positions. The fact that the United States has airline intercept procedures doesn’t mean other nations provide that same protocol. Since an electronic signal can not seize an aircraft’s controls, the International Civil Aviation Organization (ICAO), a United Nations structure, has an array of intercepting signals with a corresponding response from the intercepted aircraft. The intercepting aircraft can also utilize radio alerts, flares and other pyrotechnics.
The Dutch government performed this method of airline security when, in 2012, a Vueling Airbus A320-200 entered Netherlands airspace. Flight VY-8366 from Malaga, SP (Spain) to Amsterdam, Netherlands, had 183 people on board.
The decision to divert an aircraft from hostile zones, restricted and prohibited areas, can no longer live in the offices of commercial airline managers, air traffic controllers (ATC), or worse, in the hands of angered passengers. Just as the flight crew transitioned between Belgium and Dutch controllers, ATC in Amsterdam “lost” Fl VY-8366’s radio frequency. Dutch ATC thought a security breach developed, possibly a hijacking. Fighter jets deployed to escort the aircraft to the Amsterdam airport. The incident ended without any long term, negative responses from the passengers.
They remained safe and alive.
